No Colonial or University or College is authorised to administer public funds until it satisfies the Secretary of State and the Treasury that the conditions listed in paragraph 2 of the memorandum flagged on the 1948 file have been fulfilled. Serious delays have recently occurred (particularly in the case of Ibadan College) in approving applications owing to slowness in transmitting this information. We do not wish this state of affairs to recur when other University Colleges are in a position to send in applications; hence our desire to clear the ground for the three Colleges mentioned in my earlier minute.
You will no doubt wish to pursue the matter on institutional geographical papers.
